The lower house of Congress has already passed the measure and Argentine President Mauricio Macri says he will sign it if approved by the Senate.

Argentina's Senate voted against legalizing elective abortion in the early hours of Thursday morning, dashing the hopes of pro-abortion rights advocates in the predominantly Catholic country, homeland of Pope Francis.

According to an official tally, 38 senators voted against the measure to legalise the termination of a foetus during the first 14 weeks of pregnancy, 31 were in favour, while two abstained.

Current Argentine law only permits abortions in cases of rape, or if the mother's health is at risk.

"It is not a question of beliefs, but of a problem that exists", Fernandez said.
