US mulls ban on flavored e-cigarettes amid youth 'epidemic'

According to the Washington Post, the preliminary data is from the National Youth Tobacco Survey, and it shows a 75 percent increase in e-cigarette use among high school students in 2018 compared to 2017.
According to the Campaign for Tobacco-Free Kids' president Matthew Myers, the FDA has made a crucial step toward curtailing youth use of e-cigarettes.
It will also "re-visit" the policy it announced past year, which gave e-cigarette companies more time to apply for regulatory approval.
A nationwide sting operation from June through August resulted in more than 1,300 warning letters and fines to retailers who sold Juul products and other e-cigarettes to kids.
Under Wednesday's announcement, the five largest e-cigarette manufacturers will have 60 days to produce plans to stop underage use of their products.

"By working together, we believe we can help adult smokers while preventing access to minors", the company said in a statement.
Lee said after 40 years of smoking cigarettes and several failed attempts to quit, it was vaping that helped him finally accomplish his goal. That initiative emerged from the agency's broader plan to regulate nicotine and tobacco, unveiled in July 2017, under the Family Smoking Prevention and Tobacco Control Act. As long as some retailers are careless, some adults are willing to buy e-cigarettes on behalf of minors, and some teenagers manage to swipe them from parents or older siblings, there will be leakage from the adult market.
FDA had taken a slow approach to allow manufacturers to figure out how to submit products for consideration. But it also sent letters to five leading manufacturers of "electronic nicotine delivery systems" (ENDS), insisting that they do more to keep their products away from teenagers. But it's not clear how quickly the decision could be reversed. The products being targeted are: Juul, Altria Group Inc.'s MarkTen, Fontem Ventures's blu, British American Tobacco's Vuse and Logic.
The FDA discovered that top-selling brands like JUUL, Vuse, MarkTen XL, blu e-cigs, and Logic were popular among minors.
The steps announced Wednesday are just the initial elements of these new efforts, Gottlieb said.
As of September 1, the FDA said it has conducted 978,290 retail inspections, issued 77,180 warning letters to retailers for violating the law, and initiated 18,560 civil money penalty cases in its checks of retail establishments selling tobacco products.
The FDA is in the process of rolling out a sweeping anti-smoking initiative created to make it easier for smokers to quit by cutting the nicotine levels in regular cigarettes. Those products could include e-cigarettes, though the FDA has not given any company permission to advertise its device as a quit-smoking aid.
"In my view, they treated these issues like a public relations challenge rather than seriously considering their legal obligations, the public health mandate and the existential threat to these products, and as they did, these risks have mounted", Gottlieb said. So we don't want to - we don't want to extinguish this opportunity entirely, because we do see some potential benefit from having these products on the market as a way for adult smokers to get access to nicotine, without all the harmful effects of combusting tobacco. "And they [teens] have adopted it", Gould said.
