Heavy rain has fallen on portions of central and eastern SC after former hurricane-turned-Tropical Depression Florence moved onshore.
It has dumped up to 40 inches (100 cm) of rain on North Carolina since Thursday, the NWS said.
As rivers swelled, state regulators and environmental groups were monitoring the threat from huge hog and poultry farms located in low-lying, flood-prone areas.

In New Bern, a riverfront city near North Carolina's coast, the storm tore away porch steps, splintered balconies and sent a yacht plowing into a garage that shattered like kindling. Leatherwood said the boy's father and mother were home but were not hurt. The woman had driven around barricades to get on a closed road, the sheriff's office in Union County, near North Carolina's border with SC, said on Facebook.
One of those ordered to leave was John Rose, who owns a furniture business with stores near the river.
