Urumqi, capital of the largely Muslim Chinese region of Xinjiang, will crack down on activities that blur the boundary between religion and secular life and encourage "extremism", the local government said.

Beijing has in recent years launched a security crackdown in Xinjiang against what it calls separatist elements, and a United Nations report has cited estimates that up to one million ethnic Uighurs and other Muslim minorities are held in extra-judicial, political re-education camps.

Amid global condemnation and concern, China has repeatedly denied the existence of these camps, at least semantically, declaring that there are no "re-education camps" or "counter-terrorism camps" in Xinjiang, only "vocational education and employment training centers" which help those individuals charged with criminal misdemeanors acquire "employment skills and legal knowledge" and assist in their "rehabilitation and reintegration" back into society. Former detainees have told rights groups that they were forced to denounce Islam and made to profess their loyalty to the Chinese Communist Party.

Government officials should also not have dietary restrictions, the statement said, adding work canteens would be changed so officials can try "cuisines of various nationalities".

The new regulations in Xinjiang effectively provide a legal basis for those centres.
