Although market dominance is not an illegal practice under European Union antitrust laws, regulators said dominant companies like Google have a "special responsibility" to ensure that competition is not restricted.

Google was convicted in July by the EU of abusing its dominant position in Android and had until the 22nd of October to present solutions to the European Commission.

"Our case is about three types of restrictions that Google has imposed on Android device manufacturers and network operators to ensure that traffic on Android devices goes to the Google search engine", said Commissioner Margrethe Vestager who is in charge of competition policy.

Google provides Android free to smartphone manufacturers and generates most of its revenue from selling advertisements that appear along with search results.

The sanction almost doubled the previous record European Union antitrust fine of €2.4 billion, which also targeted Google, in that case for the Silicon Valley titan's shopping comparison service in 2017.

European regulators said Google engaged in practices that prevented its rivals from competing and innovating.

In a July blog post titled "Android has created more choice, not less", Google CEO Sundar Pichai said the company would appeal the decision. This stopped Amazon from being able to find third-party companies to make devices using its Android-based Fire OS.

A story on Sky News suggests that Google has simply asked ad agencies to set up fake companies to sell goods, and advertise in the spaces previously occupied exclusively by Google, thus giving an impression of competition.
