The powerful natural disaster and tsunami that struck the Indonesian island of Sulawesi left heart-wrenching scenes of destruction and human suffering.

PALU, Indonesia -Aid was slowly making its way into areas devastated by the quake and tsunami that struck a central Indonesian island on Wednesday, but the scale of the destruction from the twin disasters was still becoming clear.

Kasbani, who uses one name, said planes have been warned to avoid the area. "Most importantly, I've asked the governor to reopen economic centers so people start to return to daily activities, while the evacuation process continues, and later rehabilitation and reconstruction".

More than 25 countries offered assistance after Indonesian President Joko "Jokowi" Widodo appealed for worldwide help. For days authorities acknowledged they had little idea about the plight of those in three outlying regencies, home to some 1.2 million people.

In one neighborhood in the city of Palu, residents celebrated as they swarmed a truck delivering aid - clapping, cheering and high-fiving.

"There's no food, no water".

An aircraft carrying 3,170 gallons of fuel had arrived, and trucks with food were on the way with police escorts to guard against looters.

National disaster agency spokesman Sutopo Purwo Nugroho dismissed concerns that the volcano's eruption could affect planes transporting aid and supplies to the quake disaster areas.

Landing slots at Palu airport are snapped up by the Indonesian military, although it was expected to be open to commercial flights from 7:59am on Thursday.

Australia announced it will send 50 medical professionals as part of a $3.6m aid package.

There were no reports of any casualties or damage from the volcano. "It's possible there are more", the 39-year-old said.

The death toll has increased to 1,407, according to Indonesia's disaster agency.

Underlining a growing sense of urgency, Widodo made his second visit to the disaster zone, putting on an orange hard hat to talk to rescue workers at a collapsed Palu hotel. "There are lots of things happening related to evacuation, as aid and fuel are also coming in", he said, noting that 30 people remain buried under rubble at the Roa Roa Hotel in Palu.

President Joko Widodo called on Tuesday for reinforcements in the search for survivors, saying everyone had to be found. "Staff from UNFPA are already in Palu, and CERF money will be used to help them and other agencies meet the needs of women and girls, who we know from experience round the world are often particularly vulnerable in circumstances like this".

Rescue workers were scrambling on Wednesday to locate survivors around the ravaged seaside city of Palu, with officials saying they are "racing against time" to find anyone alive.

Authorities set a tentative deadline of Friday to find anyone still trapped under the rubble, at which point, the chances of finding survivors will dwindle to nearly zero.
