Nine-year-old Dane Best lives in Severance, Colorado, where a ban on snowball fights has been in place for 100 years.

"All of the kids always get blown away that it's illegal to have snowball fights in Severance", assistant to the town manager of Severance Kyle Rietkerk said before the meeting.

After some discussion surrounding safety, the board voted unanimously to lift the ban.

"I think it's an outdated law", Dane said in the lead-up to the meeting. "Because his grandpa couldn't". "Kids want to have snowball fights without breaking the law - kids want to have a voice in our town".

"He did a brief little introduction about who he was and why he was there, then he went through his PowerPoint presentation and presented evidence to the board", he said.

Dane Best worked on his three-minute presentation for the town board in Severance for a month, and on Monday night, he delivered it and took questions from board members-and it worked.

Speaking in front of a crowd of residents and media, Best told town trustees that because of the almost 100-year-old ban, which classified snowballs as a type of missile, he couldn't throw a snowball without worrying about breaking the law, or getting into trouble. The ordinance banning snowball fights dates back to 1921, according to the town administrator's office.

During a recent school field trip to town hall, Best learned throwing snowballs was illegal in his hometown.

"Today's kids need reasons to play outside", he told the town council.

Dane not only stood up and addressed town leaders at the monthly meeting but gave a detailed presentation, according to his mother.

"Following that he received a little plaque and a gift card that had to be used to buy a snowball maker", Rietkerk said.

Right after the meeting, Severance Mayor Don McLeod offered two snowballs to Dane and Dax, who threw the first legal snowballs in Severance history as the crowd cheered.

"We are proud of him for taking initiative to make some change, no matter how small it may be", Derrick Best, Dane's father, told CBS Denver.

'He's always been timid and bashful, so when he told me he was doing that, I said, "Good for you Daners,"' said his grandfather Rick Best.

Dane Best was shocked when he found out that there was a ban on snowball fights in his town of Severance. Under the ordinance, Best's pet guinea pig is illegal in the town.
