Intergovernmental Panel on Climate Change (IPCC), warned about dire effects of allowing global warming to reach 1.5C above pre-industrial levels, last month.

The European Union on Wednesday urged government, businesses, citizens and regions to join its ambitious plan to cut emissions and make the bloc carbon neutral by 2050.

For the Green/EFA Group, the strategy "is a wasted opportunity to present clear climate targets towards a CO2-free economy, climate protection, green jobs, and for keeping global warming under 1.5°c".

Emissions are projected to grow with the growth of populations and economies, so under the current Paris promises, the world is running simply to stand still. UNEP's 2018 Global Emissions Report, show global emissions have reached historic levels.

The 24 United Nations Climate Change Conference (COP24) is going to kick off next week in Katowice, Poland but the USA stance together with the latest draft communique from G20 is not promising and may weaken the fate of the Paris Agreement.

The Emissions Gap report's projections are based on estimates of how much carbon humanity can emit into the atmosphere - known as the "carbon budget" - without breaching the 2C or 1.5C ceiling. The new report blames "costs and political behavioral barriers to fiscal reforms" for an outsize influence on the gap between existing carbon prices and what research suggests are optimal for cleaning up the energy sector and industry.

What this instills is that, governments and countries will have to triple their effort to keep the warming under 2C.

The annual calculation of the "emissions gap", the chasm between global pollution and worldwide efforts to limit it, lays new blame with behaviors and cultures that lead some nations, including the US, to fall short on pollution goals.

"If the IPCC report represented a global fire alarm, this report is the arson investigation", said UNEP's Deputy Executive Director Joyce Msuya.

"The kind of drastic, large-scale action we urgently need has yet to be seen, " the United Nations warned.

Gunnar Luderer, one of the authors of the United Nations report and a senior scientist at Potsdam Institute for Climate Impact Research, Germany, said, "There is still a tremendous gap between words and deeds, between the targets agreed by governments and the measures to achieve these goals".

The consequences of going beyond those temperatures are unprecedented, according to Professor Peter Newman from Curtin University, who was not involved with the report.

After a three-year plateau, emissions rose in 2017. "Every year we have this news that forest is being criminally deforested".

"That's an very bad lot of water to heat and that [energy] has got to go somewhere - it goes into storms and ... more extreme weather events".

Australia's energy sector accounts for the highest portion of greenhouse gas emissions. "Of course, we want the Paris Agreement to be mentioned, but we want it to be mentioned, encompassing everyone, albeit in an ambiguous way", he said.

"The broadscale expansion of solar PV and batteries and wind, which continues at pace, is actually pulling back on that [upward emissions] trajectory", he said. We are feeding this fire while the means to extinguish it are within reach, ' he added.

"In Europe and America they're reforesting faster than they're deforesting".
