Under the Paris Agreement, targets were set to reduce emissions by 30 per cent below 2005 levels by 2030.
Ontario Environment Minister Rod Phillips unveiled the plan on Thursday, saying it would allow the province to reach its Paris targets "without picking their pockets for a carbon tax like Justin Trudeau wants to do".
Dianne Saxe said the Tory plan to introduce standards on the province's largest emitters is the equivalent of the federal price on carbon set to be imposed on the province in 2019.
The fund is to include a $50-million "reverse auction" that encourages businesses to bid on government contracts awarded based on the lowest cost per tonne of greenhouse gas emissions.
The government hopes its investment in helping companies to reduce their carbon footprint will "unlock" more than $1 billion of private capital for the same objective.
The provincial government's new plan to address climate change is "entirely insufficient" and will result in the taxpayer paying big polluters, Kingston and the Islands MPP Ian Arthur said.
The province will also engage in an Ontario-wide assessment of the impacts of climate change to determine how it's affecting businesses, families and communities in order to find further solutions, and will consult stakeholders to develop performance standards for larger emitters.

The Ford government brings in its climate change strategy against the backdrop of its bitter fight with the Trudeau government over carbon pricing. "They're imposing a carbon price with a benchmark - which is what the federal carbon tax is".

The PCs had promised during the election campaign to create an emissions-reduction fund, offering public money to companies that come up with innovative ways to reduce their greenhouse gas output.
