But prosecutors gave him no such clearance.
In one of the filings, Mueller details how Cohen spoke to a Russian who "claimed to be a "trusted person" in the Russian Federation who could offer the campaign "political synergy" and 'synergy on a government level'".
The person repeatedly dangled a meeting between Trump and Putin, saying such a meeting could have a "phenomenal" impact "not only in political but in a business dimension as well".
The filings followed a sentencing memo earlier this week regarding Trump's former national security adviser, Michael Flynn, who Mueller praised for providing "substantial" cooperation and argued for no prison time.
The documents turned up the heat on Trump by confirming prosecutors' belief of his involvement in a campaign finance violation, while adding to a growing list of contacts between campaign aides and Russians in 2015 and 2016, legal experts said.
In the 40-page document Khuzami drew a direct link between Cohen's illegal behavior and Trump.
"Just to make it crystal clear, NY federal prosecutors concluded that the President of the United States committed a felony", he tweeted.
The memo from NY prosecutors identifies three people at an August 2014 meeting: Cohen, "Individual 1" and "Chairman 1".
Cohen's crimes "were more serious than his submission allows and were marked by a pattern of deception that permeated his professional life", they said. The allegations exposed him to the possibility of additional criminal charges and a lengthier prison sentence. "Cohen coordinated his actions with one or more members of the campaign, including through meetings and phone calls, about the fact, nature, and timing of the payments", it said.
