New York City finally got some positive headlines this week, with Mayor Bill de Blasio pulling a one-two punch, announcing Tuesday a plan to providehealth care for all New Yorkers regardless of their immigration status, following up Wednesday with the announcement of a plan to guarantee paid time off for all workers in the nation's largest city.
Universal healthcare has become a rallying cry for liberal Democrats and an article of faith for numerous new representatives in Congress. Officials claimed that New York's scheme would be the most comprehensive free healthcare system in America.
Legislation has not yet been formally introduced in the New York City Council, but the de Blasio administration has vowed to work with the City Council to make paid personal time a reality.
But de Blasio said about 600,000 New Yorkers, including many Caribbean immigrants, remain without insurance, "because they do not or can not enrol".
"A few of the mayor's goals will have to come from Albany, he said, but he promised officials will work in the capital for speedy trials and bail reforms, prevent rent regulation for 1 million New York City apartments from expiring, push for the state budget to address the MTA subway and buses and with with the state to legalize marijuana" in the right way, by expunging arrest records and making sure the grassroots, not the big corporations, run this new business".
The mayor said the plan will serve the 600,000 New Yorkers without insurance by strengthening New York City's public health insurance option, MetroPlus, and guaranteeing anyone ineligible for insurance, including undocumented New Yorkers.
"Health care is a human right".
The legislation would have to be passed by the City Council.

The announcement follows the creation of other municipal offices dedicated to tenant issues in recent years, including the Tenant Harassment Prevention Task Force and the Department of Buildings' Office of Tenant Advocate, the latter of which was signed into law in 2017, but did not become operational until June of last year, according to a quarterly report.
De Blasio also pledged to expand pre-K for 3-year-olds to 20,000 by 2019 instead of 19,000 by 2021, while also extending a program that gives free vision checks and glasses to 5- and 6-year-old schoolchildren.
